Before you start compiling
The best way to run squid (In my opinion) is to create a user and a group specifically to run squid. I create a user squid and a group by the same name, setting the user's home directory to /usr/local/squid. I then su to the squid user, so that files are all owned by squid with the group squid (the squid user's primary group must also be squid). I then download the squid source to /usr/local/squid/src and untar it.

This may not be the best way to install squid on your system, but, if multiple people are going to maintain squid, you can put them in the squid group. (Of course, if you don't know what I am talking about, just install the squid as yourself, not root, otherwise you are putting your machine's security at risk.
