Essential System Administration, (2nd Edition), by Æleen Frisch (O'Reilly, 1995) has a good, short intro to syslog.

http://www.heysoft.de/index.htm is the home of Frank Heyne software, a provider of Win32 Event Log-parsing software. Also has a good Event Log FAQ list.
