be selected for use. For instance, if ISDN is not offered in a location, it is not available,
even though it is a valid choice.

Asynchronous communications and dialup do not provide a method to circumvent a busy
condition. If the remote location is not answering, the calling location has no way to break
into the location. It is important to remember that the concept of control is not local, but
remote, and the customer will want to control the far end availability. With a leased line,
the consumer owns both ends of the facility and they can't be used for other purposes.
With a dial-up facility, the user can only make a call and hope the other end answers.
